The Ministry of transport has again made changes to the draft amendments to the law "On road safety" and now they relate to the division of drivers to Amateurs and professionals, respectively, employed.
As a result, under the amendments, training of drivers will be displayed beyond the law on education. Accordingly, they will not have to learn different organizational and managerial disciplines that are not related to road safety, and this, of course, should greatly facilitate the learning process. Future candidates in drivers will take the exams in the traffic police for all categories (B, C, D, etc.), however, it will remain Amateurs.
If some grain of truth in it is, at least strange that now it turns out tB. legal collision, because under the new law to prepare motorists are educational organizations for the special training programmes. However, such a term in the law on education no. It turns out that the license for training of drivers of these educational institutions will not receive. The same mistake again? After all, in driving schools 2010-2013 due to the change of the policy of licensing, is already out of control of the police, but had made such anarchy that they had to regain control of the traffic police, which in turn enabled by 2018 to reduce the number of accidents caused by novice drivers 59%!

In turn, professionals will be trained in the framework of the existing system of education, requirements for which are defined by the education act.
Drivers who successfully passed examinations, will issue a validity period of five years. Then they will need to undergo a refresher course (at whose expense I wonder? – ed.).
Starting from 18th of April the project is at the stage of public discussion, which will last until may 6.

By the way, in Europe (which obviously focuses on the Ministry of transport of the Russian Federation) , for a professional driver it is necessary to obtain the so-called code "95". To obtain it you need to undergo special training as well as the subsequent time in five years to undergo retraining.

PS And all would like nothing, but... in our country any changes in existing rules pose new complications for ordinary citizens (in this case drivers) and new financial costs (for all citizens without exception, including those who driver professional to be and dreams). Moreover, in this case, the training of professional drivers due to the need for periodic "refresher" definitely will cost either themselves, or their transport organizations, what is called "money", plus footage will distract for some time from the main work. Well, as compensation will pay for it all citizens of the polls through the prices for consumer goods. On the opposite "side of the scale" – like the reduction of accidents by improving the skills of drivers Pro, but... this effect, if you will, it will occur not soon, but rather effect will give the complete and irreversible digitalisation of commercial vehicles, not the teaching of certain special disciplines of logistics, as the authors of the amendments recognize "not directly related to traffic safety".
Future motorists also you should not relax – exams law does not become easier, but the opportunities to catch these "Amateurs" on the transport of goods which need to be exactly the professional category. There is no doubt that I would be back a time when it will be necessary to prove the inspection (and the appearance thereof in sufficient quantities, too, no doubt) that a ride that is family or friends, not the bride-price.
Yeah, now the funny thing – to become the driver of a professional, you first need to become a driver-lover in each required category, i.e. to imagine an Amateur behind the wheel of a truck or even a bus, but a trolley bus or tram?! Namely, it follows from these amendments. At the same time for driving spetstransport, including an ambulance and fire engines will be enough to pass training the driver-lover in your organization without a license and then any other relevant course. I remember already immortal "Chernomyrdina": like the best, but it turned out as always..
