Really need the bill to the taxi passed, while only the first reading, but a number of the proposed amendments it faces new trouble the taxi drivers as if they are so few problems.

In the result, the majority of taxi drivers working on several aggregators and processing simply chronically not getting enough sleep, getting into an accident.
A member of profile working group of the state Duma Committee on transport and construction Yuri Nagirnyak believes that aggregators – namely, that participants of traffic who should be responsible for the health and safety of the passengers: "This is confirmed by the practice of the European Union, in particular the decision of the Court of the European Union in relation to the company Uber, which the aggregator has been recognized by the participant, responsible for its implementation".
Nagernyak reasonably believes that the aggregator must either abandon the formation of prices, or to do so on the basis of cost of the trip and also provide information services, etcE. again find the shore for their greed: "the Commission of 30 percent cannot be under any circumstances. This will increase the income of drivers and rid them of overtime".
The head of the Committee Evgeny Moskvichev says: "Now the operator will not pick up 20-30 percent of the order value as it was before, and will receive no more than two or three percent", specifying that the methodology of calculation of prices for each region must be engaged in the Ministry of transport and Federal Antimonopoly service.
However, some believe that it is not on the market, for example, the Deputy head of the Moscow Department of transport and development of road transport infrastructure Dmitry Pronin considers that the tariffs are exactly the competences of taxi companies or directly by private drivers. And, here the task of the aggregator is to convey this information to clients-the passengers who will choose the most suitable carrier.
Themselves aggregators (such as "Yandex.Taxi" and Uber) are already such requests to meet from the end of 2017, they have introduced insurance of passengers and drivers: while every rider in the vehicle insured in the amount of ₽2 million In case of an accident employees should contact the victims and to help to draw up the documents for payment.
Another initiative of the company — the camera control driver fatigue, analysing their level of care for almost 70 points on the face. Identifying drowsiness, the camera emits a special signal. In the future, it will connect with taximeter and teach close replace tired drivers. Before the end of this year these devices will be equipped with five thousand cars.
In addition, since last year, the aggregator "Yandex.Taxi", "Citymobil"  "Lucky" implement a joint pilot project to control the time spent for the time being.

The head of the faction "Fair Russia" Sergei Mironov said: "first, such plans are contrary to the objectives of improving the investment climate in the country. Secondly, the artificial narrowing of the market will immediately lead to higher prices. I do not exclude that in place of the exiled competitors will come "elected" monopoly, which will dictate their pricing policies. Eventually a taxi again can be a transport for the rich."

However, the state will be aggregators in terms of their manipulation of personal data of drivers and customers. So "Yandex.Taxi" hopes to convince lawmakers to open the access to various databases of drivers.
In "Yandex.Taxi" believe "Online services need access to databases with reliable information. For example, the registry current driver's licenses, registry of electronic waybills, which are issued to the driver if he passed the telemedicine examination, registry permissions, and so on. Not all databases exist in machine-readable form. Namely, it is needed so the services had the opportunity at least partially responsible for the fact that requires regulation. Without it, the bill looks ineffective."

The restrictions on foreign drivers see the problem is not all aggregators. That's service, "Lucky" said: "Their share of the basis of the active carriers in our service is quite small. In large cities – no more than 1%, and in settlements with population less than 300 thousand – not more than 0.3%. Therefore, the dramatic reduction of active carriers we can't wait." Service "Citymobil" believes the same thing.
Since last year, when the bill was passed in the first reading, the working group on this issue was not going to, but Eugene Moskvichev argues that the discussion of the amendments with representatives of industry will take place soon: "I Think that in Committee on this bill, take three or four working groups, and in late June – early July we give it to the Legal Department of the state Duma for discussion. If all goes quickly, will take until the end of the session in July. Will not work – consider the final in September."

PS That broke out war with the aggregators. Numbers of commissions for, in essence, is trifling information available at 20-30% of the price of the order just cause confusion, which is called – well settled! In fact, taxi drivers working for them and not for themselves. So the law on taxi services aggregators strictly need – today, taxi drivers have turned out perhaps the most exploited category of workers. I have the feeling that taxi drivers made a genuine scapegoats who are allowed only to work hard around the clock for a piece of bread. And that's not all – even buying a license gives current taxi driver reason to feel quietly, his license can be resold more than once, and the penalties for violations of taxi-twins will be coming first to the legitimate holder of the license. So I'm not surprised by protests among taxi drivers – they simply cornered..
