In the beginning of 2020 operational amendments to the road traffic rules, according to which drivers (not only professional – ed.) trucks and buses will be prohibited to be driving more than nine hours a day and every four hours and a half will need to stay for a vacation. Hence, the total time control in a commercial vehicle during the week must not exceed 56 hours, and within two weeks – no more than 90 hours the Rest of the driver should be continuous and be not less than 11 h per day.

The website of the Russian government reports that Prime Minister Dmitry Medvedev has signed amendments to the road traffic regulation (government decision of December 20, 2019 No. 1733). They introduced the obligation of carriers to comply with the "rules of time management". For violation of these rules, drivers of trucks weighing more than 3.5 t and buses (categories of rights are "C" and "D" – ed.) can be fined under part 3 of the article 11.23 of the administrative code at ₽1,5–2,0 thousand

Provided only two exceptions, no more than two times during the work week you can ride for 10 hours, but every 4.5 hours you will also need to do a 45-minute break (or two breaks of 15 and 30 minutes). The second indulgence was the permission to be driving another hour in excess of the permitted standards, but only in the absence of the track Parking lot and rest, but the driver will have to move "with the observance of necessary precautions."

Monitoring of compliance with the new rule will be implemented by means of a tachograph, and the traffic police inspector or rostransnadzora has the right to stop the car and check out the data from the device.

Tachographs (electronic ed.) compulsory from 1 November 2019 on all buses and trucks irrespective of form of ownership. The Ministry of transport approved October 15, the corresponding order №339 on the procedure equipment test equipment vehicles belonging to individuals. It has the following stages: prior to February 1, 2020, tachographs should be installed on buses weighing over 5 tons with the third (and below) environmental class until March 1 – the old trucks weighing more than 12 tons with uncertain environmental class etc. Most long term equipment of the tachograph provided for small buses with full weight to 5 tons, used by large families to transport children, which will allow you to defer the installation of these devices until January 1, 2022.
But the restrictions of the driving mode and the rest in the new traffic steps provides it professionals and private owners and comes into effect from new year's eve.

Instrumental control is not provided, so that according to the Chairman of the Association "Rustication" Gennady miroshina the inspectors of traffic police may be able to use other methods to detect violations, for example, a survey of bus passengers.
The press service of the Ministry told "Kommersant": "the Compliance time of control of the vehicle and rest is required, regardless of the presence of trucks over 3.5 tonnes and buses tachograph. If necessary, the officer entitled to consider the case of offences under part 3 of the article 11.23 of the administrative code, may use any evidence, including witness testimony, testimony of the cameras for bringing to administrative responsibility for violations of established norms".
However, the project coordinator of the Association "trucker" Valery Voitko new amendments to the traffic rules criticized "the New rules may be observed only on the European part of Russia. And then – with reservations. The very real situation when the truck gets in a traffic jam on the ring road for several hours. Mode of labor and rest is violated, the Parking lot to find nowhere how to be? Or, for example, it turns out that on the route Moscow–Peter (obviously, I mean M-10 – ed.) a few consecutive stops to stay full, get nowhere, to comply with the rule impossible. What to do? Anyhow fined. In Germany the police in such cases, the phone receives the confirmation that the Parking lot is full, we, the inspectors are unlikely to do this."

And this is "flowers", as Mr. voytko believes that the rest of the territory of Russia, i.e. beyond the Urals new to comply with traffic rules will be more difficult, as there are Parking lots even smaller. The expert believes: "the European rules are not applicable. It was necessary to give drivers the opportunity to decide when and where to relax, but the transport Ministry has decided for some reason to grasp the immensity."

PS to add to the professional there is in fact nothing but is designed to be a "perfect traffic situation" the position of the Ministry of transport will actually lead not only to reduce accidents, how much to increase the burden of fines for drivers, carriers and consumers of their transport services (and thus ultimately to higher prices for food and goods for all citizens). Well, the requirement to install very expensive electronic tachograph and for "physicists" (and, on an old cheap machine) regularly use their trucks and buses, seems an encumbrance, including buses and large families (that's what it is a frightening statistics of accidents?), for whom it will undoubtedly prove to be a very significant expense and may force them to take the minivan class with a Seating capacity of not more than 8 people. In any case, rigidly imposed inflexible rules rather resemble "health and safety", but really more stir up social tensions and exacerbate the economic problems in the whole transport industry, etc..
