So that the increase in tariffs in the "Plato" charging of compensation for damages to Federal highways from trucks with GVW over 12 tons, since July 1 as planned will not work. The current payment is ₽to 1.9 per 1 km and is still significantly behind the original set forth in the regulations ₽3.73 per 1 km. On this level the rate was supposed to go from 2019, after the expiration of the temporary reduction: for example, until April 2017, the rate amounted to ₽of 1.53, and then was promoted to ₽of 1.9. However, according to "Kommersant", the Ministry of transport offers to move it partially or completely in February 2020.
 
Against this background particularly sensitive was the unfair competition of carriers from China to Primorye and Siberia, where the local carriers have even been forced to address in regional administration with a complaint against unequal competition from Chinese carriers, as reported by the publication deita.ru. 
 
The fact that Chinese carriers don't simply install the system "Platon" on their trucks, allowing them to bring down the tariffs for transportation out of the transportation market not compete the Russian carriers, just regularly paying fines, "Plato".
 
The control over Chinese carriers have proved difficult due to the language barrier, which does not allow the traffic police to work effectively with Chinese drivers, so as to keep them more than 3 hours is impossible, in addition, the Russian chamber of photofixing of violations do not read Chinese license plates, which leads to prevarication Chinese truckers from a penalty in Russia.
 
As a result, under the chairmanship of the Governor of Primorsky Krai Oleg Kozhemyako held a meeting at which it was decided to apply to the Ministry of transport of the Russian Federation with the requirement to create equal conditions for Russian and foreign carriers.
