On the website of the interior Ministry posted the draft amendments to the Federal law "On road safety", which according to the interior Ministry of Russia made: "to improve the mechanism for the admission of vehicles and their drivers to participation in traffic".
So, according to the draft changes will affect drivers of goods and passenger transport – the bill proposes their admission to management only if you have experience driving vehicles of category "b", and increasing the minimum age for obtaining the right to drive vehicles of category "D" to 24, and category "C" – 21 years. The exchange of foreign national driving licences according to category will be possible only after undergoing appropriate professional training and exams.
It also assumes a gradual tolerance to heavy motorcycles of category "A". The bill proposes to introduce a new sub-category A2 (motorbikes with a maximum power not exceeding 35 kW, and a ratio of maximum power to a maximum permissible mass not more than 0.2 kW/kg), the right to which management may be provided only after reaching the age of 18. The minimum age for obtaining the right to control the motorcycle category "A" is increased to 20 years old with a two year experience of driving the motorcycles of subcategory "A2". When you reach 24 years of age experience control is not required.
Taking into account the international experience of admission to control the line of vehicles, the bill provides that eligibility for office for any of the categories of "CE" or "DE" (ie with trailers – ed.) automatically confirms the right to control the composition of the vehicle category "BE" (in the presence of a category "b") without having to go through training and exams. Open category "CE" also confirms the right to management of vehicles of category "D" in the presence of a category "D".
Also, the bill proposes to establish a rule to invalidate a foreign national driver's licenses at the expiration of six months from the date of receipt by their holders of a residence permit or passport of the citizen of the Russian Federation. In order to provide these persons at present, foreign national driving license, the possibility of their exchange for Russian national driver's license, the bill provides for the entry into force of this provision at the expiration of six months after its official publication Federal law.
The bill also provides the opportunity for juveniles who have undergone appropriate training in driving school and successfully passed the exams in the traffic police, before reaching the age of eighteen years to drive vehicles of category "b" accompanied by an experienced driver. The conditions for such control, including the requirements to the maintainer proposed to determine the government of the Russian Federation.
The bill establishes a ban on the admission to examination and issuance of driver's licenses to a person without the right of management by vehicles, in the case of the existence of any fact driving the vehicle in alcohol intoxication, or in case of refusal to undergo a medical examination for intoxication. This prohibition is proposed to establish the period during which the specified persons are considered subjected to administrative penalty until the expiration of one year.
In the state traffic Inspectorate are sure that the proposed changes will positively affect road safety and will reduce the number of accidents and the severity of their consequences.
