The website "Kommersant" reports that a bill allowing to impose tolls on highways of the far North, to what is 70% of the Russian territory even in the absence of alternative free detour has already been finalized for the second reading.
If lawmakers initially thought that the innovation will affect only new roads, but now it will be possible to charge on existing roads and bridges, "renovated by private money". The authors of the bill "graciously allowed" to not pay (for how long? – ed.) the owners of cars and motorcyclists, so that the main financial burden will fall on owners of trucks and buses.
The state Duma Committee on transport and construction recommended the adoption in the second reading new edition of the amendments to the law "About highways and road activities". A document developed by the Ministry of transport and adopted in the first reading in the beginning of the year, resolves to levy tolls on highways (and bridges) of the far North and in the absence of alternative free journey.

Existing law contains a ban on charging fees in the absence of free detour. That's just almost the entire quarter-century experience in the development of post-Soviet capitalism in Russia does not allow to believe in these "benevolent aspirations," and that's what our business loves to make money on mediation and sliding schemes, while the finger is not really hitting, and seriously and for the long term investing except that in the offshore – just the most common and usual thing. So that the pockets of the same small (drivers own their trucks) and medium-sized business will once again facilitate and increase this network and quality of roads and, most importantly, the quality of life in the North – guess yourself. Moreover, the main thing is to start, as the first and last Soviet President Mikhail Gorbachev, and then we will deepen. If the charging of fees for uncontested highway pass in the far North, there is no doubt that in a short time and the rest of the country in the same way try to "abillity". Truly all in the spirit of the formula: "our population – oil 2.0".
