 According to the transport complex and the Moscow traffic police at the disposal of "Kommersant" in the last six months, the growth rate of a taxi in Moscow increased by 50% ,and their share in the total number of accidents increased from 6.6% to 9.9% (to 405 accidents of which 65% occurred with taxis from Moscow and 35% from the suburbs), i.e. taxi participated in each tenth of the capital of the accident (although not always the taxi drivers were guilty). According to city hall the average age of Moscow taxi driver – the participant of the accident was 27 years and the driving experience was equal to 5.5 years, but more interestingly the time spent behind the wheel at the time of the accident is 2.6 hours. In 79% of cases, driving was allegedly a citizen of Russia, in the remaining 21% are citizens of Kyrgyzstan, Uzbekistan, Belarus, Tajikistan, Armenia and Azerbaijan. Experts argue that in fact 80% of taxi drivers in Moscow – migrants, so that the inverse relation between the accident, simply can not be, and has a substitution score when the authorities are considered legal taxi owners and not real drivers migrants, often renting cars for the carting.

The most "popular" time for an accident with a taxi on Mondays and Thursdays between 12:00 to 21:00. To solve the problem of taxi, the city authorities are due to conduct "unscheduled audits if high-profile accidents", as well as limiting the transmission of the order to the taxi drivers working more than 8-10 hours. According to the Department of transport (previously supported by the mayor Sergei Sobyanin, Moscow): "Moscow should work only with Russian taxi drivers rights. In turn, taxi companies and dispatch orders should more strictly monitor the regime of work and rest of drivers, as well as undergo a compulsory medical examination of drivers, which should reduce the number of accidents."
Expert taxi society "Blue buckets" Elena Grashchenkova notes that: "a Taxi is the only transportation industry that is virtually unregulated by the state." The proposals of the Moscow Department of transport expert calls "the struggle with the consequence rather than the cause". She konkretisiert: "to Terminate the validity of licenses is pointless, the owner of the fleet will receive the same day, another ten. You can catch 50 migrants, but on the same day another 100 will be connected to the system." So you need to create a single database of all receiving orders to track time for drivers, however, the taxi company in this is not interested.

Press Secretary of the group of companies "Lucky" (aggregator orders) Zoe Austrian notes that: "the Imperfection of the existing regulation, based on issuing permits and insurance on the car, not the driver, accordingly, does not motivate taxi drivers to take care of their "driving history". She explains: "In the event of an accident the taxi driver easily arranged in a different cab company, or is connected to other aggregator, so we need a system that will motivate the driver to the neat ride. Worldwide, this applies to personal insurance factor". By the way, this is also stated by deputies of the state Duma and representatives of the various stakeholders on a press-conferences on insurance.
According to the portal mos.ru in Moscow now there are already 55 thousand permits against 47 thousand in 2017, and in the suburbs – 112 thousand to 55 thousand the company informed. The representative of one of the taxi companies States: "the Vehicle cab rides five to six times more miles per year than a private car. This means more risk to become the participant of road accident, although not always their fault".
The Russian state Duma for several years developing a new version of the "law on taxi", which plans to introduce the responsibility of the aggregators and strengthen the penalties for drivers, but "things are there". Recently, in October 2018, the Duma Committee on state construction, said that this document has been prepared by the expert community, however, will again be rewritten..
