Head of traffic police of Russia Mikhail Chernikov said in an interview with RIA Novosti that from 2020, the country introduced a system of electronic driver's license. He said he digitized database of driver's licenses is almost ready: "we almost already have a digitized database. We are in 2011... We want this to be regulate in the next year. We are technically ready".
He also stated that the use of electronic documents will bring and fans with fake driver's licenses and even allow you to deal with situations when the same driver's license used by people with a similar appearance. However, all previously granted will remain valid for a period which they specified, i.e. for 10 years.
In addition, the electronic database will allow online control of the taxi drivers and technical condition of their cars. In addition to the rights of control of the vehicle without providing the physical document, you will also be using an electronic database to check the registration certificate of the car. Chernikov explained: "the same applies to the registration certificate of the car. Also there is no need to have it with myself because the whole database is in electronic form".
This is what the electronic format of driver's licenses of the Ministry of interior has not yet been determined, but according to some sources, instead of the electronic chip in the card will be a complete digitization of the rights.
For taxi as the introduction of electronic rights can be a "last day of Pompeii", as the traffic police inspector will be able to directly control the entire array passing them as taxi drivers and the condition of their cars. According to Blueberry, this property will already start operating in 2019, as there are Executive and Supervisory bodies: "click the button to check the registry and see deprived or not deprived people of the right of driving. For systemic violations, it will be possible to suspend the authorization."
Another system will enable road inspectors in the same online mode to monitor the technical condition of the car. The head of the traffic police explained: "When we go in, we'll see a real technical condition of the car. The main thing for us is to prevent illegal shipments".
Experts believe that innovation is for law-abiding drivers (and even those of taxi drivers in good cars) no trouble will not create, allowing the traffic police to significantly improve their efficiency, however, the real implementation of "hard" this system can expand in different regions for years, since the bulk of drivers still will be "wearing" already issued "off-line" right to the end of their 10-year validity period.
