From July 1, Russia should completely switch to the electronic passports of vehicles (sprts designed). However, the system stalled even before its introduction: recently, we reported that new car buyers may have difficulty with the issue of insurance and registration. The problem is that insurance companies have not yet interacted with the system administrator e-PTS — AO "E-passport". In this regard, the government has decided to postpone the transition to sprts designed.

In the near future, buyers of new cars do would be to sprts designed, but they will be issued a traditional paper version. According to "Rossiyskaya Gazeta", the decision was taken at the Board of the Eurasian economic Commission. Now the final transition on sprts designed postponed to November 1, 2019.

But there is one caveat: this solution will work in all countries of the EAEU with the exception of Russia. How the Russians will issue a new machine, if the system is not yet ready for sprts designed? Fortunately, recently reached agreement in principle on the mechanism of information exchange between the Russian Union of motor insurers (RAMI) and JSC "Electronic passport". Thanks to this, the insurers will obtain all the information necessary for the registration of insurance.

It is expected that by the end of June will be formed in another normative act — the order of the interior Ministry about changes in the order of registration of vehicles. This will be the last document towards the transition to sprts designed. After approval by the global problems in the new system will remain.

The introduction of ETPS — not just the fashion of the time. Motorists should feel the real benefits of the new document. First, it will be cheaper if for making paper passport lost or worn, you must pay the state fee of 800 rubles, while making sprts designed is estimated at 600 rubles. More significant difference is observed when changes are made: for the paper version costs 350 rubles, while for the e-150.

In addition, e-TCP should be more reliable paper. It is assumed that sprts designed to be impossible to forge. And in the new document will be stored a lot more information: mileage, a list of changes to the structure, and eventually will add information on passage of checkup and insurance. From these figures it will be much easier to trace the full history of the vehicle, which will complicate the lives of fraudsters and simplify machine selection in the secondary market.
