The government introduced amendments to the bill, according to which the inspection can not take video. Recall that in February, speaking at the "government hour" in the state Duma the head of Ministry of transport of the Russian Federation Evgenie Dietrich stated that the procedure of passing inspection in Russia it is necessary to improve and severely punished for the falsification of inspection: "the Inspection must be improved, the punishment for the improper form it is necessary to tighten, creating the necessary mechanisms to verify the correctness of the technical inspection and mandatory elimination of the deficiencies that were in the course of this technical inspection revealed. And severely punish those cases when without passing the document on inspection of counterfeited, in the case when it comes to the transport of dangerous goods, when it comes to the transportation of children and about the various transportation services, social groups of the population."
So, in the first reading the draft law on inspection contained the rules of photo and video inspection. The second reading was only required to remove inspection of the car in the photo. For example, Senator Alexander Bashkin said that a video recording would have to pay the owners. However, he expressed the opinion that the accuracy of the work performed must be confirmed in other ways, because in this field allowed a lot of violations.
According to the document, for compliance by operators of checkup was supposed to be set to state control. Also, the draft law contains a proposal to issue a diagnostic card as an electronic document with an electronic signature specialist. However, according to the latest amendments, these images will not be automatically transferred to the "single automated information system of technical inspection". The procedure and term of their storage are established by Federal authorities. Photographic images will be carried out only "at the time of technical diagnostics", the video recording of the procedure of inspection will not be provided.
The Chairman of the Duma Committee on transport and construction Yevgeny Moskvichev has informed that the bill providing the photographic images of the inspection vehicle will be considered in the second reading in early may.
