The Central Bank rushed to reassure motorists
reform of the CTP is delayed. Even in the spring it was assumed that the changes will take effect until the end of summer. Now on the calendar the end of October, and things are there. The Central Bank is in no hurry to change the law on compulsory insurance and its associated agencies in making new and new suggestions. For example, if originally it was about expanding the base fare by 20% in both directions, now talking about the change 30 or 40 %, but in the slightly longer term (from September 1, 2019 or September 1, 2020). That is, insurance can rise just 40 %? Deputy Chairman of Bank of Russia Vladimir chistyukhin tried to reassure the automotive community: the extension of the tariff corridor should not affect the average value of the policy.
According to the privodit "the Russian newspaper" the representative of the Central Bank has encouraged not just ordinary motorists, but even delighted them. Supposedly for accident-free drivers, whose share reaches 80 %, the price of insurance even reduced!
However, while such prospects are hard to believe. Even if we consider that the average cost of the policy will not change, the rise in price for 20 % of the potential drivers will be four times greater than the reduction in price for 80 % of the most disciplined. How to implement this ratio without introducing additional factor for the accident rate or number of traffic violations? The question is still open.
Recently it became known that according to the new reform on 1 September 2019 when calculating the cost of insurance policy would not apply power factor, and from September 1, 2020 and a regional coefficient. It is assumed that given the cancellation of these coefficients is associated a more rapid expansion of basic rate than previously estimated.
