The traffic police has introduced a new manual for inspectors that take part in the support columns of buses and official motorcades. The new document will have to replace the instructions from 2007 (MIA order No. 767). It is mainly about the support of the heads of regions, columns of buses with children, trucks with hazardous or oversized cargo, military convoys and special equipment for liquidation of emergency situations.
Before driving in the motorcade or convoy traffic police will be required to discuss with the drivers the speed, distance between vehicles, the order of actions in case of refueling, rest, and also in a situation when one of the cars of the motorcade behind or need a forced stop. When transporting children the rate should not exceed 60 km/h At this government the tuples (except the tuples of the President, Prime Minister, speakers of the Federal Assembly and of other persons subject to gosohrany) will not be allowed to go into the oncoming lane to pass on forbidding signal of a traffic light and even to exceed the speed limit. But when transporting bulky cargo, the convoy will be allowed to leave on a strip of oncoming traffic.
As for night transport of children (she is now banned completely), then it can be done if you want to take the kids to the airport, station or place of accommodation. The distance should not exceed 100 kilometers. In an interview with "Kommersant" the Director RosaTrans transport companies (transport of children) Oleg Gorelov praised the reform. According to him, the current restrictions sometimes go against common sense: "When the restriction on night transport introduced in 2017, complaints went. Often there are situations when the train is leaving in two nights, and one night can not drive, so the station need to arrive early and sit there for hours. Day and morning tickets are significantly more".
The same applies to the clause prohibiting the opening of Windows: Oleg Gorelov has complained that many buses of the Russian or Soviet production is simply not provided air-conditioning system, so sometimes because of the heat children even fainted.
It is expected that the new rules will come into force in 2019.
