Year-on-year increase fines for traffic violations, and automatic cameras becoming more. These changes should lead to a substantial increase in fees. However, the growth was not as impressive. According to the Federal Treasury of Russia, in 2017, the budgets of the regions received more than 69,3 billion from fines, while in 2016 this amount was in the region of 60 billion rubles. Growth is only 15 %.

About audit and consulting group "FinExpertiza" said "Izvestia". The experts also called a lot of other interesting information. For example, the average regional budgets consist of fines for traffic violations by 0.42 %. While in some areas this proportion is much higher.

In particular, in the Kalmykia Republic on penalties accounted for 2.4% of the local budget (392,3 million rubles from 16.3 billion). Almost half depend on violators budgets Kostroma (1.27 per cent, 463,8 million) and Kurgan oblasts (1.21% and 632,6 million).

If to speak about the fees in absolute terms, the unconditional leader is Moscow, which gathered for 2017 16.6 billion rubles. In other words, the only capital had about 24% of all fines in Russia. Here's the five most "cash" regions:

If to speak about terms of the whole country, the Russians account for about 351 of the ruble fine for violation of traffic rules in 2017.

It is noteworthy that recently the legislators change the rotation scheme of the money raised in the course of collection of fines for violation of traffic rules: they will come to the regional road funds. The new law will take effect January 1, 2019. Meantime, the fines at least and stay in the area, but they go for various needs: this solves the local authority. So directly to roads can reach very small part of the fees.
