The new rule will come into force in the summer
Soon a well-established procedure of check of drivers for alcohol content must change. In the third reading deputies have approved a bill that sets new rules for determining the amount of alcohol in the body: will now take a blood test.
The bill amends article 12.8 of the administrative code. So, from now on, the intoxication is characterized not only by concentration of 0.16 milligrams of ethyl alcohol per one litre of exhaled air, but the presence of at least 0.3 gram per liter of blood. Thus, the new rule does not replace the old, but completes it.

In developing the new law pursued two main objectives. First, it now will be possible to measure the amount of alcohol in those who, for objective reasons, cannot pass the standard "blow-in". For example, if the driver is too drunk or unconscious.
Secondly, now the traffic police will be easier to deal with offenders who try to avoid responsibility. Until now they could feign unconsciousness or a state of shock, but now this will not work.

With the "purge" everything was very simple: the inspectors was enough to have a compact instrument that is not required to comply with any special conditions. With a blood test much more complicated, because to commit it requires laboratory conditions.
The Ministry of health order No. 933н explains that testing can be carried out in hospital and mobile laboratory on the basis of a van. Analysis can only organization with a license to conduct medical activities.
Blood is taken from a vein in the amount of not more than 15 ml. Before insertion, the skin in the area of injection should be treated with a sterile swab or cotton ball with disinfectant. The use of alcohol-containing liquids are not allowed because they can affect the result of the analysis. Limit the amount of alcohol in the blood 0.3 gram of alcohol per liter.

Despite the fact that the bill has already been passed by the state Duma in the third reading, he has not yet entered into force. He has the approval of the Federation Council and the signature of the President. It will then be published, and after 90 days you will begin to act. Most likely, it will happen in the summer.
