The press service of the head of the Duma Committee on labour and social policy Yaroslav Nilov, said today that deputies of the state Duma from the liberal democratic party submitted to the lower house of Parliament, according to which drivers will be able to avoid administrative responsibility for fixed cameras traffic violations, if the information does not appear on the portal in ten days.
Among the authors of the initiative also include the Vice-speaker of the lower house of Parliament Igor Lebedev and Andrei Svintsov deputies and Vadim Denikin.
The bill proposes changes to article 2.6.1 of the administrative code of Russia ("Administrative liability of owners of vehicles") for which information on bringing to administrative responsibility should be placed on a Single portal of public services in the personal profile of the person, brought to administrative responsibility, with the date of placement of this information.

The explanatory note States: "In case such information is not posted within ten days from the date of fixing of an administrative offence operating in automatic mode special technical means available features photography and filming, recording, or working in an automatic mode by means of photo - and filming, videorecording, the driver (owner) of the vehicle is released from administrative liability".

The authors of the draft law indicate that now there is a strong tendency for the sending of notices of fines for traffic violations fixed cameras, with great delay, for example, in six months, a year or even three years (!).
Thus, according to the authors of the initiative, if within the current legislation period, the drivers had not made a decision in the case of administrative offenses, including in the form of an electronic document using a Single portal of public and municipal services, they should lose their power.
The bill should allow owners time to learn about the crime committed in that chisle and for use under article 32.2 of the administrative code of Russia payment of the administrative penalty at 50 procentaj discount.
