The Central Bank issued instruction that introduces changes in the procedure of issuing e-insurance. Starting from 4th September to change the order of conclusion of the contract.

Fortunately, this time without raising prices. In the document we are talking mainly about the technical nuances. In particular, scanned copies of the documents that the policyholder is downloads the website of the insurer for the conclusion of electronic insurance contract, you must:

— created in electronic form in a graphic format (pdf, jpg, jpeg, bmp, png, tif, gif)
— have no more than 2 megabytes for each file of electronic document
— contain a graphical image of all details of the original document.
— to be available for viewing and copying of unlimited number of persons

Also in the instructions of the Central Bank of the Russian Federation stated that the contract e-insurance can not enter into force earlier than three days from the date of its conclusion. Also introduces another limitation: one phone number can register only one personal account of the policyholder on the insurer's website.

But there is one clearly positive news. Now the confirmation code (the Central Bank calls it the key of a simple electronic signature) should now contain only Latin letters and numbers. This means that insurance companies now will not confuse and mix together the symbols of the Latin and Cyrillic alphabets, trying to get the client to a standstill.

Insurers often resorted to this method of how to legally refuse to issue e-insurance in the so-called "toxic" areas in which the allegedly large proportion of fraud in the sphere of compulsory insurance. Mostly suffered ordinary motorists, and not criminals.

Do not forget that very soon the law on insurance will be made far more significant changes. Previously it was assumed that the new tariffs of compulsory insurance will begin to act on the last day of summer (August 31). But then the Central Bank moved the introduction of amendments at the beginning of autumn. The reason was simple: the Central Bank has not time to register in the Ministry of justice regulation which describes the new rate insurance.

It is expected that the tariff will widen the corridor in both directions: instead of the current fork 3432-4118 rubles will be set 2746-4942 rubles. The insurance company will have greater flexibility in costing, reducing the cost of the policy in the revenue regions and increasing in "toxic". The Deputy Chairman of the Central Bank Vladimir chistyukhin said the national average price will rise from 5.8 thousand to 7 thousand.

But that's not all. In September the camera will start automatically to check the presence of CTP. Initially the new system will start to operate in Moscow: an automatic check of the capital's drivers will be launched on 1 September. Gradually this feature will also apply to the regions. While the fine for not having a policy is only 500 rubles.
