Diagnostic card will now be able to obtain and faulty cars

Today (may 4) in Russia have started to operate changes to the procedure for technical inspection of vehicles. Federal law governing amendments in this area, was signed by the President on April 23.

Now the diagnostic card will be issued to all vehicles without exception. Previously, it could only get a technically sound vehicle successfully passed all the control points.

Now if the car has certain shortcomings that do not allow it to operate on public roads, the owner can still get a diagnostic card. However, in this case, it lists the violations.

Previously, lawmakers have toughened the liability of inspection stations for issuing scan cards to owners of faulty cars. Now the law States that operators will be punished only in case if they issued a card with a positive verdict, but the vehicle still does not meet the safety requirements.

In 2018 the rules of passage of checkup already tightened, and just a few months ago. More recently, operators must conduct inspections of first aid kits. In addition, the inspection points must be more strict approach to testing the lighting: there should not be any dust or any extraneous optical parts (neither colored nor colorless). In addition, it is not allowed to disassembly provided by the manufacturer of the vehicle wiper and washer.

And even the experts have a more strict approach to the assessment of the vehicle chassis. For example, do not use the car for defects and damage of the servo: "the leakage of the working fluid in the hydraulic system steering is not allowed". Vehicle do not leak, even slowly. Previously permitted fixed calipatria (we are talking about leaks in the engine, transmission, gearboxes, axles, clutch, battery and other units) with a speed of no more than 20 drops per minute, but can now use a simple phrase "the absence of drop point of oils and fluids".

A bit tighter requirements and to the tires: if you use studded tires, then it needs to be shod all-wheel drive (previously you could set the studs on only one axle).
