Signed by Russian Prime Minister Dmitry Medvedev, the RF Government Resolution No. 413 of April 6, 2019, has defined the rules of any change in the design in operation of wheeled vehicles and the follow-up to verify compliance with the requirements of technical regulations of the Customs Union "On safety of wheeled vehicles".

As a result, the possibility of conformity assessment of machines in violation of the requirements of the technical regulations will be excluded. In the explanation to the decree on the government website States that the process of vehicle modification after purchase (tuning) was "complicated, confusing and expensive", now it will be "transparent and clear".

In the explanation of the decision also States that: "as a result, the possibility of conformity assessment of machines in violation of the requirements of the technical regulations will be excluded".

To spend tuning the car now after getting permission from the traffic police. This will need to provide technical expertise conclusion issued by a testing laboratory (certification), and several other documents.

However, the owner of the vehicle can refuse the vehicle if these changes will lead to the destruction of identification number, increase the allowed maximum mass to change base, the replacement of the body, cab or chassis improper parts.

After the change of car design, it must be subjected to examination in the SAI for the issuing of the certificate.
