The head of the Moscow transport Department considers stupidity of the current "readministering" threshold of exceeding the permitted speed is 20 km/h

In an interview with radio "Moscow speaking" the head of the Department of transportation and development of road transport infrastructure of Moscow Maxim Liksutov has expressed hope that the limit of the fine for speeding will be reduced from the current 20 km/h to 10 km/h.

Maxim Liksutov, a supporter of progressive urban life (in this photo he's at the start of the regular movement of buses in Moscow September 1, 2018, and on the splash screen  at the opening of the ICC on 11 September 2016), but whether the tightening speed will give the desired result in the reduction of accidents and deaths in accidents, or become just another means of replenishment of local budgets at the expense of the pockets of drivers?

He specifically said on air: "the Proposal to cities readministering threshold of 20 km was reduced to 10 – I announced it, I think it's the right decision, especially for cities. <...> This issue is long overdue, it should be addressed because this issue is huge number of human lives, children, pedestrians knocked down, and speeding "we look at the sign and add 20 km" – it looks absolutely stupid and wrong. The position we have available is most of the colleagues from the Federal government to support such proposals, I hope that the issue will somehow be solved."
Liksutov also dismissed the argument that the work of recording cameras is not perfect and because of failures they can correctly fix the violation, as the cameras are tested before their use on the roads. He also added that: "moreover, all of these things we have had for a long time – when readministering threshold was 5 kilometers and 10 kilometers." So that everything is new – it is like a forgotten past.

If the stationary cameras commit speed violations more or less controlled by the public (and without scandals does not do), then...

   he said categorically: "as our President has set a target of reducing the accident rate three times in the country – I believe we will not achieve these figures, if the number of decisions a reasonable [not] be accepted, in particular, to reduce this readministering threshold speed".

    The interior Ministry and the Ministry of transport on behalf of the government Commission on road safety had until 1 March 2019 to submit proposals on the introduction of a fine for speeding 10-20 km/h. This initiative was supported by the traffic police in the face of the head of the Main Department on security of traffic of the Ministry of internal Affairs of Russia Mikhail Chernikov, who reported that the introduction of the (return?) such a fine may be implemented in 2020-2021 years.
