Invalid or not?

The forerunner of the planned amendments to the rules of the road, the conflicts that happened in Moscow after the disabled issued a Parking permit allowing you to Park the car on the ground for disabled people in accordance with the law. Such permits are received and the III group disabled. The only problem is that they cannot install a sign "disabled" in your vehicle. Accordingly, their cars were evacuated, despite the availability of a permit.

It is noteworthy that in judicial proceedings the law was allegedly on the side of inspectors of traffic police: the judge punished the disabled, despite the fact that traffic rules contradict Federal law, which a priori has a higher priority.

At the same time, the interior Ministry decided to hold another amendment relating to persons with disabilities. Now the vehicles of disabled persons of III group can be kept under the signs "no Parking" and "Parking is prohibited on odd or even numbers".

At the same time the right of way under the sign "Movement is forbidden" has left only the disabled groups I and II.

Today the label "disabled" can be purchased at any automotive store and at every gas station. According to the amendments developed by the Ministry of labour and social protection, in the future, the sale of such marks is prohibited. They will be issued only in the institutions of medico-social examination directly to the disabled person. The marks will be registered.
