Beginning July 1, Russia will go to the electronic passports of vehicles (sprts designed). It is expected that with the rejection of a paper title the life of drivers easier: making sprts designed to be less expensive than (600 rubles versus 800), and the amendments will have to pay half as much (150 vs 350 rubles). However, in the foreseeable future the owners of sprts designed to face challenges. Most likely, in the near future they will not be able to issue insurance.

If motorists are few problems with compulsory insurance: in the "toxic" regions of insurance policies the afternoon with fire will not find, and yet on the nose yet and are planning rise in price insurance. But buyers of new cars will have even more difficult.

The catch is that insurance companies have not yet interacted with the system administrator e-PTS — AO "E-passport". It turns out that they will not be able to obtain information from sprts designed. If this does not work and the documents used by motorists before: paper title and certificate of registration. The first will cease to issue from 1 July, and the second can be obtained only after registration that is only in the presence of CTP insurance policy. As is often the case in Russian legislation, turned a vicious circle, exit from which do not yet exist.

In an interview with "Vedomosti" the President of the Russian Union of motor insurers (RAMI) Igor Yurgens expressed confidence that the relevant agencies will not be able to produce a new solution by 1 July. This requires not only to amend government resolution of September 14, 2005 "On the exchange of information..." at CTP, and Refine IT system. And if the first step still somehow you can manage to commit, then the development will take several months. This assessment gave Mr. Yurgens.

It turns out that buyers of new machines will not be able to exploit them, as neither to issue insurance, nor to put a vehicle on record with the applicable standards will be impossible. We can only hope that a miracle will happen, and in a month will be able to bridge the gap in legislation and information systems.
