In the traffic police and RSA told about the new system
Back in January of this year, the Chairman of the Duma Committee on state construction and legislation Vyacheslav Lysakov predlogi to automate the verification process of insurance policy: ensure the availability of insurance can traffic cameras. On this initiative, the authorities have been made in early 2017. The process was hampered interagency coordination: the alleged Russian Union of motor insurers (RAMI) did not want to share their databases. Now it was announced that the system will work in the near future.
While we are talking only about the Metropolitan area. It is assumed that the first time the facility will operate in test mode. The traffic police chief Mikhail Chernikov noted that according to the stage being tested on a database that is in RSA. He noted that the system will be launched in the near future.
At first glance it seems that the system of automatic penalties for lack of auto insurance can be arranged very simply: associated with a single data center chamber check every vehicle in the stream on the existence of the policy and penalizes those who don't.
But there are a couple of nuances. First, in large cities the cameras are already many (not to mention Moscow), so even for a small trip, you can get a dozen lenses. Whether in each case issued an automatic fine? In this case, the total amount will increase from 800 to 8 000 (if on the way came across ten cells), which are very important.
Secondly, the database of RSA works with a slight delay. It turns out that if to issue a new policy in advance and on the day of completion of the old, you can still a few days to receive automatic fines, while not breaking the law. Such moments require a very fine study, because the appeals system erroneous fines in Russia is still working through the stump-deck.
As noted by the head of traffic police Mikhail Chernikov, at the initial stage of the new system of drivers-violators will only be warned: they will receive a letter which will notice the absence of the CTP or the need to extend the period of validity of the policy. An administrative fine can only be issued in the second half. About a similar mechanism for the new system last year, said the President of RSA Igor Yurgens. I am glad that at least in this respect between representatives of the two agencies have a mutual understanding.
Neither the RSA nor the traffic police did not name the exact timing of the commissioning of the new system.
