While the initiative has the status of a bill

Since the widespread introduction of automatic photo and video fixation of violations of traffic regulations there are new news about incorrect operation of the system. Sometimes the reason lies in a software error, sometimes the camera starts to write out incorrect fines due to technical failures. The result is always the same: motorists have to appeal the ruling, even if the absurdity is obvious. Perhaps in the foreseeable future, there is an alternative: in the state Duma a bill that would allow the traffic police to annul the fines with a malfunctioning traffic cameras.

Today the problem is that to cancel the penalty only after the complaint of the citizen. Thus, even if the police independently identified the failure to rectify its consequences, it is not capable even if you want.

The bill proposes to Supplement the Code of the Russian Federation about administrative offences with a new article which would allow authorized officials to cancel the previous resolution, if it was established fact of violation of rules of installation and/or operation of special equipment at the time of committing the offense.

In this case, the traffic police are obliged to inform the motorist in respect of which it was issued and subsequently cancelled the illegal ruling.

The bill was proposed by the legislative Assembly of the Vologda region. The occasion was the incorrect operation of one of the cameras in the Vologda region in the period from 25 November 2015 9 February 2016. This has led to the emergence of more than ten thousand of fines for speeding. According to the information Agency "RAPSI news", they were written "from scratch". Because of this, thousands of motorists had to appeal submitted in respect of these regulations, that is, to lose time, nerves and money.
