Today in Russia the fine for illegal tint is "only" ₽500, but the inspector of traffic police still has the right to demand from the driver with an incorrect tint to remove the cause of violation of road traffic safety, and in case of failure can make it a Protocol of disobeying the lawful demands of a police officer. It threatens the motorist or 15 days of arrest, or a fine of up to ₽1000. According to the press service of the traffic police, a similar sanction was applied once against the driver, who was detained in Western Moscow, which "took" four days of arrest. For the first four months of this year only in the capital police has written to vehicle owners for excessive tint 45,000 fines ₽500.
Until Nov 2014 for driving with tinted front Windows, the traffic police had the right to remove license plates, but then this provision of the administrative code was removed, retaining only the fine.
Now the fine for illegal tint can cancel all. A bill on this subject recently introduced in the state Duma deputies from the LDPR faction headed by Vice-speaker Igor Lebedev.
The authors propose to recognize the part 3.1 of article 12.5 of the Russian code of administrative offences. The basis for the elimination of the fine parliamentarians recognize the usefulness of tinted glasses to save fuel by reducing loads in the summer on air conditioning, as well as protection from the blinding light of headlights of counter cars and direct sunlight, impeding the work of the driver.
In the Duma the initiative also indicates that even full compliance with the light transmission glass GOST does not guarantee 100% protection from fines, as the devices for measurements of permeability to react to external conditions, including air temperature and atmospheric pressure, and also allow for errors in the work.
Deputies informed the media: "Total light transmission of windscreens on new cars with the best insulated tinting films can at best be 70-72%, that is not up to 75%. Thus to avoid penalties and to create an optimum tinting on a new car is almost impossible. The bill was prepared to address the above issues".
