MPs propose instead of the seasonal restrictions to raise prices on studded tires

Member of the state Duma Committee on transport and building Alexander Vasilyev said in an interview "Duma TV" that to compensate for damage to roads by vehicles with studded tyres, it is necessary to raise ("compensate") the price of this type of tires.
According to the Deputy Vasilyev such a measure will be more effective than a direct restriction in the winter the speed limit 80 km/h. He reasonably believes that the residents of the southern regions of Russia, where virtually no familiar in higher latitudes, winter (Stavropol, Krasnodar Krai, Taman, Crimea – ed.) I do not agree with this limitation. He also pointed out that residents of other regions will be fined for the speeding, and spikes.
An example in the case of seasonal restrictions speed limits in order to maintain roads in winter is neighboring Finland, where such a limit applies on main roads in 2016. So on the ordinary roads of the country Suomi the speed limit is just 80 km/h speed On the motorways the speed limit is 100 km/h. the Exception being for alignment with the changing speed limit.
And yet in Vasilyev's opinion, the Finnish experience cannot be directly extrapolated to the whole of Russia, as there is in our neighbors the majority of the road network (to the North adjacent to Helsinki district – ed.) roads especially are not cleared utilities to asphalt and remain under the ice during the winter period.
The specialists of "Avtodor" called for a reduction of almost one-third life the exploitation of studded tires (from 273 to 188 days). According to experts such a measure will reduce the wear and tear of roads in the Central regions of Russia.
