Moscow GPS once again failed geolocation

According to the site m24.ru in Moscow, there was another large-scale failure of geolocation. So, users from areas of Tverskaya street, Varshavskoe shosse, Kiev railway station and other places in the centre of the service "Yandex.The card" sends to the Sheremetyevo airport.
A similar situation occurred in June 2016, December 2017, and in January and December 2018.
So, in December, "Yandex" reported about another solution to problems with the GPS directly to the Kremlin. Then the head of the geoservice company Roman Chernin said that the system will track abrupt change of coordinates from the GPS receiver and place the user at the starting point. However, many Moscow taxi drivers complain that they can accurately determine its location in the center years and what the system produces a shortened mileage vs actual.

PS for Example, on my personal smartphone in R-not m. Aviamotornaya navigation software works quite correctly – perhaps the failure of GPS is rather local.
