The road is not enough 4.2 trillion rubles
The Ministry of transport of the Russian Federation has worked out the financial side of the national project "Safe and high quality roads". According to experts, lack of funding for this industry to 2024 is estimated at 4.2 trillion rubles. Thus, in the report developed jointly with the interior Ministry, proposed to increase investments in the road sector by 2.2 times compared to the existing plan. The rest of the details with reference to data from the report said the "Kommersant".
In the new project of the Ministry of transport proposed to increase the number of regional trails that meet regulatory requirements, to 50 %. Also, by 2024 it is planned to repair 85 % of roads in major cities, to install 10,000 new automatic cameras and even to introduce a system of levying tolls on the roads of constituent entities of the Russian Federation, which will work by analogy with "Plato".
As of 2018 regulatory requirements 43% of regional roads. Not too modest growth (7 %) in six years and several trillion rubles? But in addition to planned maintenance the national project also includes the construction and reconstruction of roads, working in the overload mode. These Zeleny in addition to the previously planned 1 trillion rubles economists of the Ministry of transport propose to allocate 617 billion.
With regard to the current state of the roads in large urban areas, while the established norms corresponds to only 52.5% of their total length. And in this aspect, it is assumed the largest funding increase from 200 billion to a trillion. Five times! Thanks to these measures, the city roads have 85% to meet quality standards.
The following interesting item called "system-wide measures for the development of the road sector". Among other things, it implies the introduction of a regional system of toll collection, that is, analogues of the current 2015 Plato. It is planned to bring these systems to the Federal network. To control the movement of trucks, you will need to install an additional 10 000 traffic cameras. In total, this direction are to be allocated 491 billion rubles.
While all of this is just plans that require a radical increase in expenses.
