Recommendation Entracne introduces the concept of a "permitted conflict"
The Ministry of transport of Russia on behalf of the first Deputy Prime Minister of Russia Igor Shuvalov has developed recommendations to help regional authorities to organize safe traffic on signalized intersections. A key goal is to reduce mortality on the roads.
One of the most interesting innovations is the entering of the term "permitted conflict" between drivers and pedestrians. It refers to the situation when the transport
in traffic light-free mode turns on the plot where there is a pedestrian crossing.
The Ministry of transport considered that such situations should not occur if the intensity of pedestrian flow in excess of 300 people per hour, car — 1, 000 per hour. This requires the installation of a traffic light. Without it you can do on a more balanced road where the "allow conflicts" will not be dangerous.
In an interview to "Kommersant", the representatives of the public Council under the Ministry of transport of the Moscow region noted that "conflicts" with pedestrians and drivers safe to do. In the new document describes in detail about how governments should measure the intensity of the movement. This can be done visually (this will require specialist accounting clerk), and with the help of special technical means. Measurements required to conduct from April to may and from September to October, and only from Tuesday to Thursday.
The traffic intensity on each of the lanes leading to the intersection, shall not exceed
450 cars per hour. According to the authors of the project, it will allow to avoid traffic jams. Drivers will be allowed to turn right at a forbidding signal of a traffic light, but only with a separate strip.
