The head of the faction "Fair Russia" Sergey Mironov in the state Duma introduced a bill restricting the list of vehicles that can be equipped with special light and sound signals. This document provides for the use of the signals only for vehicles of operational services and the first persons of the state.
The bill specifies that mod can be equipped "only service vehicles", including those used for the movement of the President
and the Prime Minister of the country, police cars, ambulance and fire services.
This allowed the installation of "flashing lights" and a vehicle "other operational
and special services", but only in the presence of special color schemes, decals,
and symbols on the surface of the car.
"We define that the mod can't use any "status" comrade, the right to install them should be confirmed and clearly defined, – said Sergei Mironov. – The adoption of our initiative will allow to restore order on the roads, in particular, to balance national and public interests in this matter. We will improve road safety and eliminate those privileges which have set the stage for permissiveness, and in fact are contrary to the constitutional principle of equality before the law."
"Currently, the issue of using signals regulated by the Government, and not the best way, – the politician said. – The number of cars with flashing lights and sirens on the roads Russia is ahead of most developed countries. People in this mass AutoRotate
and officials of all stripes and ranks, and the merchants and their children. Drivers
mod often openly ignore the Rules of the road, to be blamed for a serious accident and even do not linger on the places of accidents – are carried away with its "flashers" on. Our initiative we propose to repeal these undeserved advantages of some road users in front of others."
