Amendments to the law can make a spring

The government periodically raises a question of toughening of punishment for wrong toning, but each time lawmakers postpone such initiatives on a distant shelf. Now there's word that the new fines can be approved in the spring
2018.

According to the requirement of Technical regulations of the customs Union "On safety of wheeled vehicles" windshield and front side Windows should provide light transmittance of at least 70 %. Technically they are still taped, but even transparent at first glance, the coating is, most likely, will not be included in this standard. But the rear window can even be painted. The same can be done with a 140 mm top strip on the windshield.

At the moment, for the violation of this requirement provides only a fine
500 rubles. Once in the traffic police removed the license plate, but this was banned in 2014.
In some regions, inspectors resorted to trickery. They first order the violator to remove the tape, and in the case refused to draw them under article 19.3 of the administrative code for insubordination to legal demands of police. However, it is still a purely local initiative.

In 2015, the state Duma was introduced a bill to increase the fine from 500
up to 1 500 rubles, and for repeated violation during the year and up to 5 000. However, changes were blocked by the government, who did not like the idea of depriving offenders of driving licenses.

Soon after, the authors of the project eliminated this sanction from the text and submitted a draft to discuss again, however, the Duma Council again took into consideration the ban of the government, which by that time already outdated. In an interview with "Газета.Ru" state Duma Deputy Vyacheslav Lysakov called the situation "a certain misunderstanding".

Now the bill will again be reviewed in spring 2018. If this time will cost without incident, the new fines will come into force no earlier than next summer.
