The new law will oblige the owners of the shopping center to expand the road

The norm will not touch existing ones

In the third reading, Russian MPs have approved a bill No. 125582-7 "On the accession of the stationary trade objects to the road". It States that shopping centers with a total area over ten thousand square feet will require the construction of adjacent lanes with the races and the ramp to join the road network.

The project deals with the bundling of objects to the automobile roads of Federal significance. At the same time notes that the Supreme Executive bodies of state power of a subject of the Russian Federation may extend the requirements of the act and on roads of regional, intermunicipal or local importance.

The current situation is problematic because the Parking of a large shopping center is so huge and intertwined that they are often formed sizeable congestion. According to experts, the new measure will increase the capacity in the joint areas of Parking lots and public roads 2.7 times. The new standard will not be significant pressure on local and Federal budgets because of the construction of the additional lanes will pay shopping centres. Lawmakers estimate that the furnishing of the shopping center under the new standard will require about 17,18 billion.

Important detail: the requirements of the bill apply only to newly constructed shopping centers. This means that owners of existing shopping centers do not have to shell out
and alter road access. Thus, those problem areas, which
already there are burly jams, do not fall under the regulations of the new initiatives of the government.
