The Russian car market gradually began to perk up after the collapse: at the end of November sales of grew 15% at the end of the year will also be a positive dynamics. However, the fundamental reasons for optimism are still not enough. Experts believe that the key factors of growth were pent-up demand, expectations of price increases in 2018 and government support. The Minister of industry and trade Denis Manturov announced first forecast on subsidies next year: their volume will decrease by half.

By the end of 2017 at the state of the Russian automotive industry was spent of 62.3 billion. In 2018 will be allocated 24 billion. Another 9.5 billion could come from the contingency Fund.

Denis Manturov reported that about 9 billion rubles from total amount will go to settlement with banks for preferential loans of the previous years. Grants natural gas vehicle will amount to 2.5 billion rubles. It is noteworthy that against the background of overall reductions some areas will receive increased funding. For example, to support electric transport will travel 1.5 billion, while in 2017 for this purpose has allocated 900 million.

The remaining finances will go to new targeted programs and subsidies on investment loans, including "First car", "car", "Their job", "Russian farmer" and "Russian tractor".

Another 9.5 billion should go to targeted programs and preferential leasing. In total, the program of preferential loans and preferential leasing allocated 16 billion (in 2017 27.5 billion).

A fresh assessment of the Ministry of industry and trade assumes that by the end of 2017, total production of cars in Russia could grow by 18 %. The market growth will be more restrained — about 11-12 %.

The state tries to support the auto industry with 2013, when demand began to decline. Initially provided subsidies when buying a new car at the time of old machine for recycling or trade-in. In mid-2017, the Ministry of industry and trade decided to move to a more "targeted" support. According to the newspaper "Kommersant" on 17 November under the program "Own business" sold 10.2 thousand machines through the "Russian tractor" sold 1.8 thousand trucks. The least popular is the program "Russian farmer" — sold 279 cars. Only targeted leasing programs from July to mid-November sold 12.2 thousand cars. In 2018 are planned to continue the recycling program.
