The Finance Ministry wants to codify Plato, ecology and utilization

On 1 April, a new version of the draft law of the Ministry of Finance on the inclusion of non-tax payments in the Tax code, then, should begin a public discussion concerning the text of the project and anti-corruption expertise.
 
The main news of the final version was the proposal to include official taxes and charges a fee for the use of Federal roads by trucks with GVW over 12 t ("Plato"), which will now be called "a fee for the use of roads of Federal importance for common use" and will be charged at the original rate of ₽of 3.73 to 1 km (for today still there is a preferential tariff in ₽of 1.91 1 km), and most importantly, will be subject to annual indexation by the deflator coefficient. Further, the Finance Ministry plans to include in the scope of the Tax code, the environmental tax (currently the fee for a negative impact on the environment) and recycling collection. Thus, the fee for negative environmental impact will become an environmental tax, and the current environmental fee will be included in recycling. By the way, the business is allowed to own utilizability and recycle the rubbish. Accordingly, the translation analogov in taxes will lead to the emergence of the fines, penalties, settlement accounts of arrests and criminal liability for non-payment of payments in the large size. As the saying goes: life has become better, life has become merrier!
In this case for tax responsibility under article 122 of the Tax code, envisaging the penalty in amount of 20% of unpaid tax/fee, the Finance Ministry proposes in the period until 31 December 2029, to set the penalty of only 10%.

Will also be mandatory contributions from operators of public communication and resort (hotel) tax. And though the last two of the collection seems to be directly related to the cars do not have, but what is GLONASS as a kind of mobile communication, and the resort fee will go including on the budgets of the campers.
