Populism or a reasonable idea?

In the state Duma increasingly viewed the laws that worsen the situation of the Russians. Raising the retirement age, the increase in VAT, tightening the screws in all directions: it is not surprising that people are dominated by the pessimistic mood. Now, however, there was a positive initiative: the Deputy of the state Duma from LDPR Vasily Vlasov proposed to the Minister of industry and trade Denis Manturov to cancel the transport tax for cars older than ten years and a market value of less than a million rubles.

a sudden idea says "RIA Novosti". According to the newspaper, the MP drew attention to the fact that in Russia of used vehicles are bought a lot more than a new one. The average price of this car exceeds ten years.

Vassily Vlasov drew attention to the fact that the calculation of the transport tax on the basis of power cannot be considered fair: a car of equal power, but different years of production have a huge difference in value.

All is good, but the proposal of the Deputy, too, is hardly fair. Assuming that the transport tax should be directed on repair of roads (that is, in fact, offset the negative impact of each machine on the road surface), then it is foolish to do binding not only to capacity but also to the age or the value.

the initiative contains a rational grain: those who travel rarely have to pay less. And here it is time to talk about how to include the transport tax in fuel cost, but not in the Russian reality. The problem is that today about 70 % of the retail price of gasoline or diesel fuel accounts for various taxes and excise duties. Moreover, a few years ago, the government has already raised fuel surcharges, talking about the complete rejection of the transport tax. Gasoline rose, but the tax will not go away.
