To conduct the experiment will be the company "Modern technologies of passenger transport", which is 40% owned by the operator of the "Plato" – "RT-invest the transport system" (RTAS) and 60% of the company "Onelia" Raphael Mukhametshin (the data SPARK). The experiment will be carried out in the Central, Northwest, Volga and southern Federal districts in the course of just two weeks in October, during which will be tested at least five multifunctional on-Board devices and one mobile device sales and registration.

Accordingly, the main goal of the new scope of the "Plato" is defined further improving the safety of bus transportation and reducing the number of accidents as claimed by Deputy Minister of transport Alexey Semenov. For today the main problem of safety in the transportation of passengers is the violation of the rules of traffic and transport bus drivers says about a third of respondents (31%) directly to the traffic police. Using "Plato" the transport Ministry intends to consider the flows of passengers, vehicle operating, booking and sale of tickets for scheduled and custom-made inter-regional flights. CEO, RTAS Anton Castles argues: "as one single multi-functional onboard device can connect several modules: tachographs, DVRs, payment terminals, ticket validators, passenger traffic sensors, systems of biometric control and even facial recognition – it will reduce costs for carriers." However, he did not specify how many l will ask for a new device and will have to buy the owners of the buses. In the preliminary tests for four days through the frame and car control "Plato" passed a quarter of a million buses.
Semenov argues that the introduction of a unified system will help displace illegal operators from the market. On the "whitewashing" market is also hoping Ivanchenko.
