Recycling will increase

In December of last year there appeared information about the upcoming increase recycling collection. The newspaper "Kommersant", citing an anonymous source stated that the Ministry of industrial trade submitted to the government a proposal to increase car recycling fee for cars in 2018 87-125 %. Experts expect that from-for it retail prices will eventually go up by 10-17 %. Now the magazine publishes revised data.

The official view of the government on January 12 announced by Deputy Prime Minister Arkady Dvorkovich. According to him, the growth of the recycling collection from February was supposed to be 15 %. However, in many market segments the increased tax burden will be substantially higher. "Kommersant" refers to the minutes of the meeting Vice-Premier, which took place on January 11. So, cars with an engine capacity of 1 litre expect of the fee increase by 16 %. The only tangible levies will increase in respect of cars with engines with a volume of 1-2 liters — 90 %.

49 % increase in the fee for passenger cars with engines of 2-3 litres. But for machines with engines of three liters of rates will not be changed. Along with this recycling fee on electric vehicles will increase by 14.8 %, for light commercial vehicles — 15 %. The exception would be light gruzoviki weight of 2.5-3.5 tons (i.e., "gazelles" and its analogues): for this sector is planned to increase collection from 52 %. Growth for trucks is set at 15 %. At the same time, the Ministry of industry and trade offer a "to raise rates 130% for KAMAZ".

To predict the increase in retail prices yet. First, the document on the promotion of car recycling fee is still being developed, so it can make changes. Second, this fee will again be only a means of pressure on the direct import of cars, so the load on the car company will be distributed differently. For assembled in Russia of machines recycling collection will not be compensated through industrial subsidies.

From these data it is easy to notice that the greatest increase threatens small car. At the same time their import has almost stopped: demand in the main machine with a localized Assembly.

The increase in the prices of large and expensive cars will be driven by the growth of excise duties. So, from January 1 for vehicles with engine capacity 301-400 HP it will increase 240-319 thousand rubles, 401-500 HP — on 337-420 thousand, more than 500 HP to 442 thousand.
