Deputy Prime Minister Dmitry Kozak has proposed to increase car utilization fee by 30 %. Thus, the collected money should go to support exports. Details of the next reform of the automotive industry lights "Kommersant".

the Idea of allocating part of the money from the car recycling fee to Finance the national project "international cooperation and exports" was supported by the Ministry of economy.

Here it should be recalled that the utilization fee in Russia for a long time is not associated with, care about the environment and recycling old machines. Today this is actually the fee for imported cars. Yes, in 2014 in Russia, all companies pay the car recycling fee, both local and foreign. However, plants located in Russia, these costs kompensiruet unofficially through industrial subsidies from the budget.

Such a complicated scheme was required in order to bypass the limitation of the WTO (world trade organization) to establish went on car imports.

in addition to this at the meeting with Dmitry Kozak discussed the idea of transferring the existing mechanisms of subsidies (preferential loans and leases, the program "First car", "car") at the regional level with co-financing from the Federal budget.

subsidies to local producers (this does not necessarily have to be a Russian brand) can be linked to the point system of assessing the level of localization of production. It is expected that the state will assess the capital intensity and value added production.

What does all this mean for ordinary motorists? As long as the changes are not approved, then talk about the final decision prematurely. But all things being equal again can appreciate imported cars, whose share in the sales structure and without it is negligible.
