They remain the same
The constant increase in fuel prices is the norm for our country. It seems that the cost of fuel at filling stations does not correlate with world oil prices. Now the causes of the price increase figured in Federal Antimonopoly service.
According to the FAS, there are a number of factors that influence the cost of fuel. These include seasonal demand for oil products, the dynamics of world prices and the tax burden, rising industry costs, preventive maintenance and scheduled repairs of Russian oil refineries, dynamics of production of petroleum products by oil companies and the conditions for the wholesale of petroleum products shipment.
Also, the FAS acknowledged that a key factor in price increases is taxes. At the moment the tax component in the retail price of each sold litre of car fuel is about 65 %. In other words, if a liter of gasoline AI-95 at the gas station costs 40 rubles, 26 of them we pay in net taxes. It turns out that the price of the fuel is about 14 rubles.
In the near future the situation will only be exacerbated. In 2018 envisages a two-stage increase in the tax rates of excise duties on motor fuels:

In addition, the Federal law of 27.11.2017 No. 335-FZ "On amendments to parts one and two of the tax code of the Russian Federation and certain legislative acts of the Russian Federation" provides for the growth of the tax burden and for the next two years:

At the same time, the Federal Antimonopoly service noted positive factors. Thus, in the period from 2015 to 2017 the average growth in the price of fuel was below the level of official inflation. Also, the FAS said that is constantly monitoring the observance of the Antimonopoly legislation. In the period from 2008 to 2016 was considered more than 460 cases in the regional markets of oil products. If to speak about the violations in the wholesale market of oil products, the case started against the largest oil companies: PJSC "NC "Rosneft", JSC "Gazprom Neft", JSC "LUKOIL", "TNK-BP holding" and OAO ANK "Bashneft". In total, they paid 20.7 billion rubles of fines in the budget of the Russian Federation.
That's just from this gasoline does not become cheaper.
