But the government is talking about the average 15% growth
The promotion of car recycling fee has long been afraid not only of local motorists, who fear the rise in price of cars, and manufacturers with dealers, who fear the resumption of decline of the market after starting recovery. In accordance with the decision of 19 March 2018 № 300, the rate of utilization fee for wheeled vehicles (chassis) and trailers will be indexed from 1 April 2018. Formally declares an average growth of 15 %, but a lot depends on the considered category.
For some types of vehicles the growth of the fee is not provided at all. For example, cars with engine capacity of three liters will be taxed on the same schedule. For electric vehicles, the fee will increase by 15 % (the coefficient rises from 1.42 to 1.63). Almost as many (16 %) add payment for cars with engine volume up to one liter (the ratio increased from 1.42 to 1.65).
And here begins the most interesting. At the same time, it is too early to talk about another impending wave of growth in retail prices. The fact is that introduced in 2012 recycling collection is intended not to improve the ecological situation in the country or to allocate resources for processing of old cars. Actually it is rather a compensation for the reduction of import duties after Russia's accession to the WTO. Initially, the fee was intended to pay only the importers, however, after complaints to the WTO court on the part of some countries in 2014, this rule was extended to all manufacturers. Simultaneously, the domestic brands, the government began to issue industrial subsidies deemed to be payment collection. Last year the payments were increased by 65 %, which was attributed to the depreciation of the ruble. At the same time, some market participants considered it compensation another tariff reductions under accession to the WTO.
Thus, the produced cars in Russia, including cars, are hardly more expensive. At the same time, the imported cars will definitely become more expensive, because the goods responsibly ultimately lies on the shoulders of ordinary buyers. But after the crisis of 2014 the share of import in segment of the Russian market and so is vanishingly small.
